The development of Hilo’s communal vision for the future stalled at the County Council’s Planning Committee on Monday.

A resolution to adopt the “EnVision Downtown Hilo 2025” 5 year action plan was delayed, when landowners continued their disagreement with planners over zoning details.

The plan, intended to be a guide for the future of Downtown Hilo, was developed over the years by a large cross section of the community. However, some business owners felt they were excluded from the process.

It will be another six months of meetings before the five year action plan update is revisited by the council.
